During the first week of the return of students, the Morgantown Police Department responded to over two thousand calls for service, resulting in a variety of citations and arrests. Below is a summary of events from the period of August 15, 2019 through August 25, 2019. These are preliminary figures only as all citations have not been processed and several warrants have yet to be served.

Calls for Service = 2329 – A reduction of 394 from 2018

Traffic Crash Reports = 21 – A reduction of 7 from 2018

Total Criminal Citations = 150 – A reduction of 29 from 2018

In addition to the 150 criminal citations, the following 26 individuals were arrested for a variety of criminal offenses which are listed below. 

August 26, 2019, BROWN, Peyton, 32 years of age of Morgantown was arrested for DUI on Willey Street and booked on a $250 bond.

August 25, 2019, DOE, John, unknown age, was charged with Disorderly Conduct and Obstructing Officers at 2 Waterfront Place and was booked into jail pending confirmation of his identity and arraignment.

August 25, 2019, SMITH, Adrian, 30 years of age of Morgantown was arrested for DUI on Spruce Street and was released on a $250 bond.

August 25, 2019, FASIG, Wayne, 33 years of age of Masontown was arrested on the Rail Trail near the Arboretum for Domestic Battery and booked into jail pending arraignment.

August 25, 2019, COMPTON, Payden, 19 years of age of Clarksburg was arrested for DUI on High Street and booked on a $250 bond.

August 25, 2019, PHILLIPS, Mitchell, 22 years of age of Spragg, Pennsylvania, was arrested for DUI on Fayette Street and booked into jail pending arraignment.

August 24, 2019. Morgantown Police and WV ABCC Enforcement Officers served a search warrant at 720 Powell Avenue for violation of the ABCC licensing code. More than 40 gallons of liquor was seized along with a number of beer and malt beverages. PETERS, Kizzy, 23 years of age of Morgantown was issued a citation for Tendering liquor drinks (WV Code 60-6-9(4)). This case is pending further investigation and additional charges are pending.

August 24, 2019.  NESTOR, Erica, 34 years of age of Morgantown was arrested on University Avenue following a traffic stop for multiple traffic violations and found to be in possession of cocaine. NESTOR was charged with possession of a controlled substance and booked into jail pending arraignment.

August 24, 2019.  ARMSTRONG, Gregory, 47 years of age of Elkins was arrested on Monongahela Boulevard for DUI and booked into jail pending arraignment.

August 24, 2019.  IGLESIAS, Isaac, 21 years of age of Morgantown was arrested on Forest Avenue for Public Intoxication and Obstructing Officers and booked into jail pending arraignment.

August 23, 2019.  RIDGEWAY, Timothy, 40 years of age of Morgantown was arrested on Dorsey Avenue for an outstanding Capias for Failure to Appear, Driving on a Suspended License, Operating a Vehicle Without Insurance and False Registration and booked into jail pending arraignment.

August 23, 2019.  DONHAM, Steven, 46 years of age of Morgantown was arrested on High Street for Indecent Exposure, Damage to Property and Public Intoxication and was booked into jail pending arraignment.

August 23, 2019.  RIFFLE, Angel, 43 years of age of Morgantown was arrested on Pennsylvania Avenue for an outstanding warrant for probation violations, Possession of Controlled Substance (Xanax and Suboxone) and Obstructing an Officer and was booked into jail pending arraignment.

August 23, 2019.  LEIGHTY, Charles, 26 years of age of Morgantown was arrested on Sabraton Avenue for an outstanding Capias for failure to appear and was booked into the jail pending his court date.

August 21, 2019.  ALLEN, David Duane, 34 years of age of Morgantown, was arrested on Sabraton Avenue when officers were attempting to serve a warrant on an individual. ALLEN was found in possession of methamphetamine and was booked into the jail pending arraignment.

August 21, 2019.  PLATT, William, 31 years of age of Morgantown was arrested on High Street following a traffic stop for an outstanding warrant for Possession of a Controlled Substance issued in Randolph County, West Virginia. PLATT was booked into jail pending his arraignment in Randolph County.

August 20, 2019.  Following a traffic stop on East Brockway Avenue, officers arrested PHARES, Benjamin Harrison IV, 32 years of age of Kingwood for Possession with Intent to Distribute Controlled Substances, UPHOLD, Kaitlyn, 24 years of age of Kingwood for possession of controlled substances and BUCKINGHAM, Glenn, 37 years of age of Tunnelton for possession of controlled substances. Marijuana, Methamphetamine, currency and scales were seized following a K-9 alert. All were booked into the jail pending arraignment.

August 19, 2019. Following a traffic stop on University Avenue, officers arrested KELLEY, Michael Patrick, 32 years of age of Morgantown for DUI (drugs) and WEBBER, Elaina, 32 years of age of Maidsville for possession of marijuana. Both were released on a Personal Recognizance bond following arraignment.

August 19, 2019.  HENDRICKSON, Brian, 47 years of age of Morgantown, was arrested on High Street for Disorderly Conduct, Public Intoxication and Obstructing an Officer and was booked into the jail pending arraignment.

August 18, 2019.  ORFORD, Eli, 19 years of age of Howell, New Jersey was arrested following a disturbance on Fife Avenue for Disorderly Conduct, Underage Possession and Obstructing an Officer and was booked into the jail. 

August 18, 2019.  FORTNEY, Daniel Lynn Jr., 54 years of age, no known address, was arrested near Stadium Drive on an outstanding Capias for failure to appear in court. FORTNEY was booked into jail pending his trial date.

August 18, 2019.  BERHAN, Elias, 23 years of age was arrested on University Avenue near Oakland drive for DUI and was released after posting bond.

August 18, 2019.  WHETSTONE, Theodore Patrick, 19 years of age, was arrested at the Westover Bridge for Underage Possession and Consumption of Alcohol, Public Intoxication, Possession of a False ID and Obstructing an Officer and was booked into the jail under a $350.00 bond.

 August 16, 2019.  DIGNAN, Dylan, 20 years of age of Morgantown was arrested on University Avenue for Felony Possession of marijuana (115 grams) following a traffic stop for running a traffic light at the Oakland Avenue Intersection. DIGNAN was booked into the jail pending arraignment.

August 16, 2019.  FORTNEY, Zachary Travis, 27 years of age of Morgantown was arrested on Earl L. Core Road for an outstanding warrant in Monongalia County of “Illegal Dump” and was booked into the Monongalia County Holding Center pending arraignment.
