- ANNULLING A PORTION OF CAMPUS DRIVE IN PREPARATION FOR AN UPCOMING IMPROVEMENT PROJECT
At the recommendation of the City Manager, this ordinance would annul a portion of Campus Drive in preparation for the WVDOH project to realign a section of Campus Drive to improve its intersection with Beechurst Avenue. The project is being coordinated between the City of Morgantown, WVU, and the WVDOH. The improvement project will be funded and completed by the WVDOH. Second Reading.- UPDATING THE CITY'S OUTDOOR DINING REQUIREMENTS TO ALIGN IT WITH STATE CODE
At the recommendation of the City Manager, this ordinance would update Article 906 of the City Code, switching from one outdoor dining permit type to three – consistent with WVABCA permitting rules. The three types are (1) sidewalk dining – extending your restaurant onto the sidewalk or street, (2) outdoor street dining – when the city closes a street and restaurants can place tables and chairs on the street and serve customers, and (3) outdoor dining – for extending restaurants’ service areas onto other properties (private or public) that aren’t in the sidewalk or street, this is only used if ABCA requires a permit and does not impose any additional city requirements on private property. The permit process is also simplified and a set of standards for furniture and equipment that restaurants can use on the street. Second Reading.- APPROVING A LEASE AGREEMENT FOR HERTZ AT THE MORGANTOWN MUNICIPAL AIRPORT
At the recommendation of the Airport Director, this request would authorize a lease agreement with Hertz for 6 parking spaces at the Morgantown Municipal Airport. The term of the lease is five years, with month to month renewal options. Second Reading.- REVIEWING AN EASEMENT REQUEST ON A PORTION OF THE CAPERTON AND DECKERS CREEK RAIL-TRAIL
At the request of the Morgantown Utility Board, this ordinance would authorize a Right-of-Way and Easement Agreement for utility purposes on and over a portion of the Caperton Rail-Trail in the vicinity of the MUB Water Treatment Facility and the Deckers Creek Rail-Trail in the vicinity of Forrest Avenue.
- AWARDING A BID FOR THE CONSTRUCTION OF KAYAK RENTAL FACILITY NEAR WALNUT STREET LANDING
At the recommendation of the Director of Engineering and Public Works this request would award the bid for construction of a Kayak Rental Facility at Walnut Street Landing to March-Westin Co. Inc. in the amount of $321,025. A portion of the funding for this project comes from a grant from the Land and Water Conservation Fund in the amount of $120,000. The remainder of the funds will come from the city's Capital Escrow Fund. - APPROVING THE PURCHASE OF DIGITAL VIDEO SCREENS FOR RUBY AMPHITHEATER
At the request of the Director of Arts and Cultural Development, this request would approve the purchase of digital video screen components that will be used at the Ruby Amphitheater in Hazel Ruby McQuain Park. This equipment would be used not only to enhance concert experiences, but also allow us to provide movie nights and other activities even during daylight hours. The total cost of the digital video screens is $108,802. The project is funded from a recent grant from the Hazel Ruby McQuain Charitable Trust. - SUPPORTING A GRANT REQUEST FOR SUMMER EVENTS AT HAZEL RUBY MCQUAIN PARK
This resolution shows City Council's support for the city's grant request from the Monongalia County Commission for funding for the Ruby Summer Concert Series and the annual 4th of July celebration at Hazel Ruby McQuain Park.
