BOPARC stands for the Board Of Park And Recreation Commissioners.  BOPARC was formed in 1981 by emergency ordinance within the meaning of Section 2.14 of the Charter of the City of Morgantown after the disbandment of the Monongalia County Consolidated Recreation Commission.
