Proclamations
The Mayor presents proclamations commemorating specific events or awards, to be read at Council meetings and given to various individuals and groups within the City.
Steps by Which Action is Taken
When a motion is made and seconded, and stated by the Mayor, it shall be deemed before Council; it can be discussed or withdrawn before a final vote, by consent of Council. Voting shall be done by roll call and recorded in the journal. The presiding officer shall preserve order and decorum in Council and conduct its meetings in accordance with Robert's Rules of Order, Newly Revised.
Ordinances & Resolutions
Ordinances are enforceable laws of the City of Morgantown which are adopted after two readings and a public hearing, taking place over the course of two consecutive Council meetings.
Resolutions are laws of a permanent nature, which remain intact until rescinded. Resolutions are approved after one reading before the Council.
The City Code can be found online through the website of our codification web host, the Walter Drane Co. Codification takes place once per year, approximately in August. Any Ordinance not yet codified can be obtained by contacting the
City Clerk's Office.
