City Launches Morgantown Mosaic Program
MORGANTOWN, W.Va. - The City of Morgantown is pleased to announce the launch of the Morgantown Mosaic Neighborhood Engagement Program. This pilot program introduces a new micro-grant initiative designed to support neighborhood-led projects that strengthen community connections, enhance public spaces, and encourage resident participation across the city.
Eligible projects may include neighborhood branding initiatives, beautification and landscaping efforts, and public art. Proposals will be evaluated based on their long-term community benefit, accessibility to the public, and level of resident involvement.
Applicants may include residents of a qualified Morgantown neighborhood, recognized neighborhood associations, and individuals applying with written support from their neighborhood association. Applicants from unrecognized neighborhoods within city limits may also apply but will be subject to additional review.
Morgantown Mosaic will provide competitive, small-scale grant funding, with awards of up to $500 for smaller projects and up to $2,000 for larger initiatives, subject to additional review. A 1-to-1 match is required for all funded projects, with in-kind contributions such as volunteer labor, donated materials, or professional services eligible to fulfill a portion of the match on qualifying projects. Funding availability may vary from year to year based on annual budget allocations.
The program operates on a rolling application basis with quarterly review cycles. The first review cycle of 2026 will take place on Monday, April 13, 2026, aligned with the scheduled meeting of the Neighborhood Coordinating Council (NCC). Applications must be received at least three weeks prior to this meeting to be considered in the first cycle. Applications submitted after that point will be reviewed in the next quarterly funding cycle.

It’s a great opportunity to give people more agency in their neighborhoods and to build community around local projects,” said City of Morgantown Community Development Manager Caitlyn Lewis. "I’m looking forward to seeing the proposals, new faces and the renewed energy I think this program will bring to the Neighborhood Coordinating Council and individual Neighborhood Associations."
Projects are reviewed through a scoring process guided by the NCC. After scoring and discussion, the review committee will rank the projects and submit recommendations to the City Manager for consideration.
