IMPORTANT NOTE: Due to renovations at Morgantown City Hall, all City Council meetings will be held in the Monongalia County Commission Chambers located on the second floor of the Monongalia County Building at 243 High Street.

• An Ordinance Amending the FY 2023-2024 Annual Budget of the City of Morgantown as shown in the revised budget attached hereto and made a part of this Ordinance as the same applies to the Coal Severance Fund
  • This budget amendment will allocate additional unbudgeted coal severance revenue.
    • Passed 6-0. Second Reading.

• An Ordinance Amending Section 1329.04.01 as it relates to establishing a New Firearms Sales Establishments use in the Planning and Zoning Code
  • This ordinance creates a new use classification in the zoning code for Firearms Sales Establishments.  This ordinance is recommended by the Planning Commission based on a petition to amend the zoning ordinance filed by a community group.  Under the ordinance, Firearms Sales Establishments include any business that sells firearms (but not those that only sell air guns) and will be permitted uses in the B-5 shopping center district and B-2 service business district. The ordinance will not affect continued operation of existing business.

• Consideration of APPROVAL of the 2023 Paving List
  • This item describes the planned paving areas in the City this year.
    • Passed 6-0.
• Consideration of APPROVAL of A Fair & Festival Permit for Chris Janson Concert at Hazel Ruby McQuain Park Amphitheater
  • This item will provide city support required for an ABCA alcohol license for the event promoter.
    • Passed 6-0.
• Consideration of APPROVAL of Representation to WV First Foundation Regional Director Election
  • City Council will choose its representative for the regional meeting to select a representative on the board of directors of the WV First Foundation, which will administer opioid settlement funds.
    • Passed 6-0.
• Consideration of APPROVAL of A New City Seal

  • This item will adopt a new City seal that includes Morgantown’s recently updated brand in our official seal.

    • Passed 5-1.

• Presentation/Discussion of Standards and Options for Rail Trail Lighting

  • Council analyzed and discussed various options for new lighting along the Rail Trail.
