IMPORTANT NOTE: Due to renovations at Morgantown City Hall, all City Council meetings will be held in the Monongalia County Commission Chambers located on the second floor of the Monongalia County Building at 243 High Street.


New Business:
  • Consideration of APPROVAL of the Rates of Levy Laid by the City of Morgantown and approved by the State Auditor for the Fiscal Year beginning July 1, 2023, in accordance with Chapter 11 Article 8 of the West Virginia Code.
    • This will set the local property tax rates for the upcoming year, which are remaining the same as they are in the current year.  State law requires city council to adopt this levy order each year on the last Tuesday in April and submit the order to the State Auditor.
  • Consideration of APPROVAL of A Fair & Festival Permit for the Jim Dunn Run, July 13, 2023, at 6:30 p.m. 
    • The Jim Dunn Run is obtaining a fair & festival permit from the West Virginia Alcoholic Beverage Control Administration to give runners and their guests the option to have beer or wine with their post-race meal.  WVABCA requires cities to submit their support for fair and festival permits, and this item asks for City Council’s support.
  • Consideration of APPROVAL of A Catering Event Permit to provide beer and wine vending as part of the Ruby Summer Concert Series at Hazel Ruby McQuain Park.
    • The City’s Cultural Arts Department is pursuing an agreement with a private caterer to serve alcohol during Summer concert events at the Ruby Amphitheater at Hazel Ruby McQuain Park.  State law allows WVABCA to grant a caterer permit to an existing private club operator to serve alcohol at events like this for up to 15 events per year.  A letter of support from the city where the event is held is required, and this item will ask Council to agree to support the catering permit to Chuck Bass Enterprises, doing business as Almost Heaven Grill.  As suggested by Council, the Cultural Arts Department conducted a request for proposals seeking interest in this catering business, and Almost Heaven Grill was the single submission received.  If Council approves catering, the Cultural Arts Department will negotiate an agreement with the caterer to serve alcohol at up to 15 events this Summer.
