IMPORTANT NOTE: Due to renovations at Morgantown City Hall, all City Council meetings will be held in the Monongalia County Commission Chambers located on the second floor of the Monongalia County Building at 243 High Street.

• Consideration of APPROVAL of (Second Reading) of An Ordinance Amending Section 365.12 of the City Code Describing Gate and Pull Ticket Violations in Parking Facilities  
  • Updates and clarifies the prohibition on avoiding payment for parking in garages by specifying that driving around a gate, or in unauthorized areas, to leave without paying is a violation.
• Consideration of APPROVAL of (Second Reading) of An Ordinance Amending City Code Section 105.09 Providing for Election Rooms and Booths.
  • Allows the City Clerk to consolidate polling places when needed for election security or efficiency.
• Consideration of APPROVAL of (Second Reading) of An Ordinance Amending the Membership Requirements for the Urban Landscape Commission.
  • Allows anyone who works in the City to serve on the Commission (before members had to be residents).
• Consideration of APPROVAL of (Second Reading) of An Ordinance Amending the FY 2022-2023 Annual Budget of the City of Morgantown as shown in the revised budget attached hereto and made a part of this Ordinance as the same applies to the General Fund (First reading 3/7/2023)
  • This revises the existing FY 22/23 budget to account for icnreases in fuel costs and auto repairs, transition of the municipal judge from an employee to a contracted position, and increased costs for election machines. Funding is taken from contingency to cover these increases.

• Consideration of APPROVAL of A Fair and Festival Permit for Drusky Entertainment for Chase Rice Concert on May 20, 2023

  • This allows the City to send a support letter to the ABCA to allow the sale of alcohol at an event on May 20th.

• Consideration of APPROVAL of A Fair and Festival Permit for Drusky Entertainment for Rival Sons Concert on May 26, 2023

  • This allows the City to send a support letter to the ABCA to allow the sale of alcohol at an event on May 26th.

• Consideration of APPROVAL of A Fair and Festival Permit for Drusky Entertainment for Marcus King Concert on June 6, 2023

  • This allows the City to send a support letter to the ABCA to allow the sale of alcohol at an event on June 6th.

• Consideration of APPROVAL of A BID Award - Norwood Fire Station Renovation and Addition Project, Bid Call 2023-09
  • This would award construction of improvements at Norwood fire station (Base bid plus alternative #1) to Lytle Construction in the amount of $1,770,957.
• Consideration of APPROVAL of A Resolution Approving the 2023-2024 Budgets for the City of Morgantown's Capital Escrow Fund, Municipal Airport Fund, Municipal Sales and Use Tax Fund, and the Arts and Cultural Funds (including Met and HRMP)
  • This would approve the proposed budget for the funds described above.
• Consideration of APPROVAL of A Resolution Approving the 2023-2028 Capital Improvement Plan 2 
  • Per state code, the City must prepare a 5-year capital improvement plan for the City to be approved by council.
• Consideration of APPROVAL of A Catering Event Permit for Almost Heaven Bar & Grill to provide beer and wine vending as part of the Ruby Summer Concert Series at Hazel Ruby McQuain Park. 
  • This would be a letter of support for a vendor to serve beer and wine as part of the summer concert series.
• Consideration of APPROVAL of An Updated ARPA Action Plan 
  • This plan describes the usage of the City's ARPA funds.
