Consent Agenda: - Consideration of APPROVAL of (First Reading) of An Ordinance Amending Section 365.12 of the City Code Describing Gate and Pull Ticket Violations in Parking Facilities
- Updates and clarifies the prohibition on avoiding payment for parking in garages by specifying that driving around a gate, or in unauthorized areas, to leave without paying is a violation.
- Consideration of APPROVAL of (First Reading) of An Ordinance Amending City Code Section 105.09 Providing for Election Rooms and Booths.
- Allows the City Clerk to consolidate polling places when needed for election security or efficiency.
- Consideration of APPROVAL of (First Reading) of An Ordinance Amending the Membership Requirements for the Urban Landscape Commission.
- Allows anyone who works in the City to serve on the Commission (before members had to be residents).
- Consideration of APPROVAL of A Resolution Authorizing Requests for Congressionally Directed Spending for Downtown Morgantown Crime Prevention.
- This project would allow for an expanded camera network to deter crime in the downtown, such as vandalism, graffiti, fires, littering, and more.
- Consideration of APPROVAL of A Resolution Authorizing Requests for Congressionally Directed Spending for Morgantown Employee and Family Health Clinic.
- The project would create a health clinic for City employees and their families to reduce healthcare costs.
- Consideration of APPROVAL of A Resolution Authorizing Requests for Congressionally Directed Spending for Morgantown Housing Creation and Blight Removal.
- This project would focus on property acquisition in key areas. Properties then would either be rehabbed for low-income or workforce housing or become neighborhood greenspace.
- Consideration of APPROVAL of A Resolution Authorizing Requests for Congressionally Directed Spending for Morgantown Metropolitan Theatre.
- This would provide funding to improve lighting and sound improvements at the MET Theatre.
- Consideration of APPROVAL of A Resolution Authorizing Requests for Congressionally Directed Spending for Morgantown Municipal Airport Runway Extension.
- Funding would support the efforts to extend the runway at Morgantown Municipal Airport.
- Consideration of APPROVAL of A Resolution Authorizing Requests for Congressionally Directed Spending for Morgantown River Trash Removal Initiative.
- This project is to address the trash that accumulates at the river at the Morgantown Lock and Dam.
- Consideration of APPROVAL of A Resolution Authorizing Requests for Congressionally Directed Spending for Morgantown Rail Trail Lighting for Crime Prevention.
- One of the biggest deterrents of crime is to increase lighting. This project would increase lighting along the most traveled part of the trail.
New Business: - Amending the FY 2022-2023 Annual Budget of the City of Morgantown as shown in the revised budget attached hereto and made a part of this Ordinance as the same applies to the General Fund
- Allocates funds from the Contingency Fund to Municipal Court, City Clerk - Elections, and Fire Department. Approximately 1.4M is remaining in the Contingency Fund after these allocations.
- Adoption of Annual Budget of the City of Morgantown for the Fiscal Year 2023-2024
- This is the required annual budget of the City, which Council must adopt between March 7 and March 28 and submit to the State Auditor. The Finance Director projects stable revenues, with Business and Occupation Tax and Sales Tax collections at all-time highs, but with few large construction projects, which will limit the City's capital projects in this budget year.
- Letter of Intent to Participate in the 30 x 30 Pledge to Increase the Recruitment, Retention, and Promotion of Women in Policing
- The initiative is to engage 30% of women in police recruit classes by 2030 and to ensure policing agencies are truly representative of the jurisdictions they serve.
