- ADDITION OF A NEW FIRST RESPONDER TRAINING FACILITY
This ordinance authorizes purchase of assets and lease of space at the current Defense in Depth facility. Police Chief Eric Powell has worked with the property owners on this proposal, which will establish a state-of-the-art training center for the community’s first responders, providing them with opportunities for range training, night training, and other essential support for emergency services personnel. The city will lease a 19,938 square foot space to offer this training, and it will have the capability to continue offering public access for concealed carry permit or other training.

- VACANT STRUCTURE EXEMPTIONS
At the request of the applicants, council reviewed vacant structure exemption requests for three properties: 400 Beechurst Avenue, 301 East Brockway Avenue, and 2100 Listravia Avenue.
400 Beechurst Avenue moved to a future meeting. 301 East Brockway Avenue approved. 2100 Listravia Avenue denied.
- SETTING AND RENEWING GOALS FOR REDUCING GREENHOUSE GAS EMISSIONS
This
resolution reestablishes the City of Morgantown's goals for reducing greenhouse gas emissions, including a 52 percent decrease in emissions by 2030 through implementation of a Climate Action Plan. The resolution also renews the City's commitment to a 28 percent reduction of greenhouse gas emissions from municipal facilities by 2025.
Passed 7-0.- INSURING BOND RESERVES FOR UTILITY SYSTEMS
Council reviewed several
supplemental resolutions which proposed the acquisition of an insurance policy to cover the risk of default on bond payments, obtain bondholder consent to release funds held in reserve for use to improve the city’s utility system, and revise the bond terms to include the insurance policy issuer. The total amount released from the reserve funds and available for utility system improvements will be approximately $1.9 million.
