IMPORTANT NOTE: Due to upcoming renovations at Morgantown City Hall all Morgantown City Council meetings will be held in Monongalia County Commission Chambers located on the second floor of the Monongalia County Building at 243 High Street.Morgantown City Council Regular Meeting Highlights - ADOPTING STATE BUILDING CODE REVISIONS: At the recommendation of the City Attorney, this ordinance would adopt recent revisions made to the State Building Code by the State Fire Commission and would provide for the establishment of the Building Code Board of Appeals. The City of Morgantown is required to update its adopted Building Code to reflect changes in the State Building Code and to elect optional provisions of the adopted State Building Code.
Second Reading. - EXPANDING MEMBERSHIP TO NONRESIDENTS FOR THE SISTER CITIES COMMISSION: This ordinance would change the term limits for all members to three years and expand membership to allow nonresidents to serve on the City of Morgantown Sister Cities Commission. The ordinance states that members must live or work within the City of Morgantown, or otherwise have such connections with the City of Morgantown and Monongalia County that City Council determines will be helpful in promoting the purposes of the Commission.
Second Reading. - REVISING THE CITY'S 2022-2023 ANNUAL BUDGET: At the recommendation of the Finance Director, these ordinances would revise the city's 2022-2023 Annual Budget for the General Fund and Coal Severance Fund to account for carryover funds from the previous fiscal year in the amount of $3,386,000 for the General Fund and $85,000 for the Coal Severance Fund. Portions of the General Fund carryover will be placed in the Contingency Fund, city employee pension fund, and $539,000 to BOPARC for its capital projects. All of the $85,000 carryover for the Coal Severance Fund will go to BOPARC.
- APPLYING FOR FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANTS: At the recommendation of the City Manager, these resolutions would approve and authorize the city to submit to the U.S. Housing and Urban Development Office its FY2022 Community Development Block (CDBG) Grant Annual Action Plan and a substantial amendment to the city's FY20 CDBG-CV Annual Action Plan. The Annual Action Plan details how the city intends to use $448,962 in CDBG funding for fiscal year 2022. All CDBG funds must be used for activities which will benefit low- and moderate-income persons, or which address other urgent community development needs. The FY20 amendment will reallocate $50,000 in the FY20 Action Plan from the Rent and Utility Assistance Program and $200,000 from the Food Pantry Assistance Program towards improvements at the Norwood Fire Station.
