For the meeting on June 7, 2022 at 7 p.m. in City Council Chambers. Morgantown City Council Regular Meeting Highlights:
- AMENDING THE CITY'S FISCAL YEAR 2021-2022 ANNUAL BUDGET
At the recommendation of the Finance Director, this ordinance would amend the current General Fund and Coal Severance Fund Annual Budget for FY 2021-2022. The budget revision includes an $3,489,111 million increase in revenues highlighted by an $3,167,871 million increase in B&O tax revenue. Approximately $1.5 million will be placed into the Capital Escrow account and approximately $500,000 will be placed into the city's Financial Stabilization Fund. Additional expenditures in the revision include a $356,000 payment to certain city employees for unused comp time.
Second Reading. - IMPROVING STREETSCAPES AND TRANSPORTATION
At the recommendation of the City Manager, this these resolutions will authorize the city to apply for 4 separate Transportation Alternative Program Grants. The first grant application will be for $500,000 for the Morgantown Municipal Airport Streetscape Project. This project includes the construction of sidewalks from the Mileground to the terminal, with ADA accessibility, electrical conduits and lighting. The second grant application will be for $250,000 for the design of a connector pedestrian/bike bridge from First Ward across Don Knotts Boulevard to Mountaineer Heritage Park and the Rail-Trail. The third grant application would be for $300,000 for additional funding for the Walnut Street Streetscape Project. This project consists of sidewalk upgrades, ADA accessibility, complete streets development in harmony with existing project. The fourth grant application would be for $200,000 for the design of reconfiguration of Mineral Avenue and Deckers Creek Boulevard with Powell Avenue. This design grant would explore comprehensive upgrades for all transportation users at this intersection including, but not limited to intersection realignments, operational upgrades, and pedestrian, cycling, and transit user facilities. - INVESTING IN THE FUTURE OF WHITE PARK
At the recommendation of the City Manager, this application will authorize the city to enter White Park into the West Virginia Department of Environmental Protection Voluntary Remediation Program. The WVDEP’s Voluntary Remediation Program (VRP) and recently expanded federal and state grant dollars will provide the framework and funding for the city to proactively lead this effort in a public and expedited fashion. Although no state or federal regulatory agencies have indicated current, direct health hazards, White Park’s history warrants an assessment that will provide a comprehensive understanding of the landscape. Entering the VRP, as the primary applicant, will allow the city to direct what happens to this immensely important recreational asset. Keeping decision-making power local will ensure that White Park’s future is based on our communal vision. The city anticipates entering the VRP in the Summer of 2022 and expects to complete the program within a three-year period. During that time, the City will develop and build a master trail plan for White Park that will expand and formalize the current trail system.
