- APPROVING A LEASE AGREEMENT FOR THE MORGANTOWN HISTORY MUSEUM
Council will consider an ordinance which would authorize a lease agreement between the city and the Historic Morgantown Post Office Building, Inc. for continued space for the Morgantown History Museum. The initial terms of the lease is 42 months beginning on July 1, 2022. The monthly rental rate is $10 per square foot, or $3,280, and increase to $15 per square foot following the renovation of the Historic Morgantown Post Office building. Second Reading.- AMENDING THE CITY'S FISCAL YEAR 2021-2022 ANNUAL BUDGET
At the recommendation of the Finance Director, this ordinance would amend the current General Fund and Coal Severance Fund Annual Budget for FY 2021-2022. The budget revision includes an $3,489,111 million increase in revenues highlighted by an $3,167,871 million increase in B&O tax revenue. Approximately $1.5 million will be placed into the Capital Escrow account and approximately $500,000 will be placed into the city's Financial Stabilization Fund. Additional expenditures in the revision include a $356,000 payment to certain city employees for unused comp time. - PARTICIPATING IN OPIOID LITIGATION SETTLEMENTS
At the request of the West Virginia Attorney General council will consider participating in the West Virginia First Memorandum of Understanding and acceptance of Opioid Litigation settlements entered by the West Virginia Attorney General. Under the settlement, participating local governments who execute an election and release form are eligible for direct payments from the amount set aside for remediation, which is $23,920,000. For the Endo Health and Solutions and Par Pharmaceuticals Settlement, 72.5% goes to the West Virginia First Abatement Fund and 24.5%, or $5,860,400, goes to local governments across the state. Morgantown is expected to receive $7,7943.32. These funds can only be used for purposes laid out in the West Virginia First Memorandum of Understanding. - APPROVING AN AGREED ORDER REGARDING THE CITY OF MORGANTOWN CIVILIAN POLICE REVIEW AND ADVISORY BOARD
At the recommendation of the City Attorney, this agreed order will invalidate the complaint and investigative functions of the city's Civilian Police Review and Advisory Board and will leave in place other functions of the board such as reviewing policies, making recommendations, and doing community outreach. - AWARDING THE BID FOR THE CITY'S 2022 PAVING PLAN
At the recommendation of the Director for Engineering and Public Works, this would award the bid for the 2022 Street Improvement Project to Anderson Excavating, LLC in the amount of $1,752,943.50. - IMPROVING THE INTERSECTION AT 8TH STREET AND UNIVERSITY AVENUE
At the recommendation of the Director for Engineering and Public Works, this would award the bid for the 8th Street and University Avenue Intersection Improvement Project to Blue Gold Development in the amount of $275,53.54.
