- INSTALLING A DIGITAL KIOSK AT HAZEL RUBY MCQUAIN PARK
At the recommendation of the Director of Arts and Cultural Development, this would award a bid to City Neon in the amount of $45,270.60 for the purchase and installation of a digital kiosk at Hazel Ruby McQuain Park. The digital kiosk would replace the current static Main Street Morgantown kiosk. - UPDATING CITY COUNCIL POLICY ON EXECUTIVE SESSIONS
City Council will discuss updating its policy on Executive Sessions in response to a recent Ethics Commission opinion issued in March. The Ethics Commission Open Meetings Committee issued Advisory Opinion 2022-01 on March 3 rd advising public agencies that, while executive sessions are closed to the public, a governing body could choose to disclose what is discussed in executive session. The policy will set a default rule for city council on whether executive session discussion remains private and establish how city council would decide to make any executive session information public if it chooses to do so. - SEEKING FEDERAL INFRASTRUCTURE GRANTS TO IMPROVE SAFETY AND ACCESS TO RAIL-TRAILS WITHIN THE CITY
At the recommendation of the City Manager, this resolution would authorize the City Manager to submit a grant application for $8 million to the U.S. Department of Transportation through its Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program. This grant would support improvement of rail-trails in the City of Morgantown with lighting and sidewalk connectors. - WORKING WITH WVDOH FOR STREETSCAPE IMPROVEMENTS ALONG PLEASANT STREET
At the recommendation of the City Manager, this resolution would authorize the City Manager to execute a Supplemental Agreement with the West Virginia Division of Highways relating to the Pleasant Street Streetscape Project. In March, the city was awarded a 2021 Transportation Alternatives Project (TAP) grant for 80%, or $240,000, for the Pleasant Street Streetscape Project. The city is responsible for the remaining 20% of the project cost, or $60,000. The supplemental agreement increases the amount of the grant to a total of $780,000. This total includes an increased cost match for the city of $156,000. The increase in the amount is due to an increase in associated costs with the projects from when the grant was initially awarded and an increase in what the grant will cover. The Pleasant Street Streetscape project includes improvements to lighting, sidewalks and landscaping. - PROVIDING AN UPDATE ON CITY PROJECTS USING AMERICAN RESCUE PLAN ACT FUNDS
The City Manager will provide council with a status update on the implementation of projects associated with the American Rescue Plan Act funds. In 2021, the City of Morgantown was awarded over $11 million in federal funds through the American Rescue Plan Act. Following an extensive public engagement process, the city developed an ARPA Action Plan which included several funding priorities. - REVIEWING THE CITY'S INDEPENDENT FINANCIAL AUDIT REPORT FOR FISCAL YEAR 2021
The Finance Director will discuss the city's recent audit report for Fiscal Year 2021. The audit was conducted by Tetrick & Bartlett, PLLC out of Fairmont. Morgantown received a clean audit, which means there were no material misstatements in the financial statements, major deficiencies in internal control, or instances of noncompliance.
