For the meeting on March 22, 2022 at 7 p.m. in City Council Chambers. Morgantown City Council Regular Meeting Highlights:
- CITY OF MORGANTOWN FISCAL YEAR 2023 BUDGET AND RELATED FUNDS
At the recommendation of the City Manager and Finance Director, this ordinance would adopt the proposed Fiscal Year 2023 Budget. The proposed General Fund and Capital budget totals $39.5 million, up 1% from the proposed Fiscal Year 2021-2022 budget. Council will also review a resolution approving the Fiscal Year 2022-2023 budget for the following funds: Capital Escrow, Morgantown Municipal Airport, Municipal Sales and Use Tax, and Arts & Cultural Development. Second Reading.- CHANGING THE NAME OF THE WOODBURN SCHOOL REDEVELOPMENT COMMISSION
At the request of the Woodburn School Redevelopment Commission, this ordinance would change the name of the Commission to the Woodburn Commission. Second Reading.- REMOVING THE REQUIREMENT FOR A LOCAL CONTRACTOR LICENSE THROUGH THE CITY
Council will discuss a proposed ordinance that repeals the requirement for contractors to obtain a local contractor license through the city. This change is to comply with state law which requires contractors to only need a state contractors license and a city business license. Second Reading.- IMPROVING PEDESTRIAN SAFETY ON PATTESON DRIVE
At the recommendation of the City Manager, this resolution would allow for the installation of a rectangular rapid-flashing beacon crosswalk that would be activated by a pedestrian wishing to cross Patteson Drive at its intersection with Laurel Street. This would be installed in cooperation of the West Virginia Division of Highways, Morgantown Monongalia Metropolitan Planning Organization, and West Virginia University. - AWARDING A BID FOR A NEW PLAYGROUND AT THE OLD WOODBURN SCHOOL
At the recommendation of the Special Projects Coordinator, this would award the bid for new playground equipment at the old Woodburn School to LATTA'S in the amount of $122,481. This project is funded through federal CDBG funds. The city will issue a bid request for installation soon.
- APPROVING AN ADDENDUM TO THE 2019 WHITE PARK LICENSE AGREEMENT
At the recommendation of the City Manager, this Addendum to the 2019 White Park License Agreement between the City, MUB and BOPARC would allow for changes to the original trail route recommended by the trail designer and establishes a competitive bidding process to complete the tree replanting obligations. The Addendum addresses two primary concerns that arose since the signing of the White Park License Agreement in 2019. The first, was that the initial design of the trail that was in the 2019 License Agreement needed adjustment. This was determined once MUB had completed its work and the terrain was inspected. With the assistance of a trail designer and guidance from the West Virginia University Outdoor Economic Development Collaborative, adjustments were made to the original trail to accommodate the site. Second, the Morgantown Tree Board recommended replanting trees over an extended period of time due to the number of trees involved and necessity for finding appropriate locations. The Addendum calls for the replacement of the trees to be competitively bid out to ensure the best price and allow replanting to occur over time. - REVIEWING THE ANNUAL PAVING LIST FOR 2022
At the recommendation of the Director of Engineering and Public Works, the City Manager will discuss the list of city streets included in the city's 2022 Paving Plan.
