Morgantown City Council Regular Meeting Highlights:
- ACCOUNTING FOR INCREASES TO THE ANNUAL BUDGET
These ordinances would revise the annual budget for the General Fund and Coal Severance Fund to account for carryover from the previous fiscal year, updates to the pension and insurance calculations and an increase in the Coal Severance Fund. Second Reading.- REVIEWING FAIR AND FESTIVAL PERMITS FOR TWO EVENTS IN DOWNTOWN MORGANTOWN
At the request of the applicants, Morgantown Art Party and Main Street Morgantown, City Council will consider approval of Fair & Festival Permits for a fundraising event called the Fuzz Fest on August 21, 2021 from 4 p.m. to midnight at 218 Walnut Street. The event will have live music and artwork by local artists. The second event is for the 4th Annual Hops on Mon on October 16, 2021 from 3 p.m. to 7 p.m. Both applicants are requesting to serve beer from local breweries. - ADJUSTING THE RATES FOR MORGANTOWN UTILITY BOARD SERVICES
At the request of the Morgantown Utility Board, these ordinances would adjust the rates across all MUB services including a 13% increase for water customers, 12% increase for sewer customers, and 18% increase for stormwater customers. - ACCOUNTING FOR REVISIONS TO THE ANNUAL BUDGET
This ordinance would revise the annual budget for the General Fund. The revision would move $9,178 from the Contingency Fund to the General Fund to account for a laptop stipend for new council members ($1,600), an increase of the annual contribution to the MMMPO ($7,218), an increase to the city's Arts & Humanities budget for the Morgantown History Museum alarm system ($360). The revision also moves $385,780 from the Signs and Signals Division budget to Streets and Highways Division budget as part of a departmental restructuring. - BUILDING CIVIC CAPACITY AROUND HEALTH AND SAFETY TRANSPORTATION
At the request of the project lead Dr. Lauri Andress this funding request would provide $9,997 of continued support for the Transportation Equity Project for the time period of July 1, 2021 through June 30, 2022. The Transportation Equity Project is a pilot project in Morgantown to build awareness among vulnerable populations and transportation planning agencies about the importance of safe, equitable transportation for those that do not have a personal mode of transportation. WHERE DO YOU WANT US TO FOCUS $11.2 MILLION IN ARPA FUNDS? The City of Morgantown is set to receive $11,243,509 in ARPA funds over the next two years. The city has received the first of two installments in the amount of $5,621,754.50. A second installment is anticipated in the same amount in the Spring/Summer of 2022. The city has until December 31, 2024, to obligate funds and December 31, 2026, to spend the funds. The funds that Morgantown will receive through ARPA will make a significant impact in our community, so it's crucial that we hear from you during the decision-making process.
