  • INCREASING AWARENESS OF MEN'S HEALTH MONTH:
Mayor Ron Dulaney proclaimed June as Men's Health Month. The purpose of this is to raise awareness of men's health issues including heart disease, mental health, diabetes, prostate, testicular, and colon cancer. It is also meant to increase awareness of the importance of a healthy lifestyle, regular exercise and medical check-ups.
  • HONORING THE SERVICE OF FORMER FIRE CHIEF MARK CARVASOS:
Mayor Ron Dulaney Jr. read a proclamation honoring the service of former Fire Chief Mark Caravasos, who began his career with the city in 1985. Caravasos joined the Morgantown Fire Department in 1987, rose through the ranks and was named Fire Chief in 2010. Caravasos retired on May 14, 2021 after working for the city for 35 years.

Action Items:
  • REORGANIZING THE ENGINEERING AND PUBLIC WORKS DEPARTMENTS
At the recommendation of the City Manager, this ordinance would revise the current annual budget for the General Fund to include the reorganization of personnel in the Engineering and Public Works Departments. The reorganization would result in a minimal increase to the Contingency Fund.

Second Reading. Passed 7-0.
  • CREATING A CIVILIAN POLICE REVIEW AND ADVISORY BOARD
At the recommendation of the Special Committee on Community Policing and Citizen Advisory Board, this ordinance would create a Civilian Police Review and Advisory Board. The board, which would consist of nine members, would provide for citizen participation in reviewing Police Department policies, practices, and procedures; to promote the availability of data relating to police practices and procedures; and to provide a prompt, impartial, and fair review of misconduct complaints relating to the Morgantown Police Department in a manner which protects the rights of police officers and the rights of individuals who have contact with the Morgantown Police Department.

Second Reading. Passed 7-0.
  • APPROVING A SETTLEMENT AGREEMENT WITH FIREFIGHTERS
At the recommendation of the City Manager, the council will review and vote on the terms of a settlement agreement over shift differential pay between the city and certain firefighters who are members of the IAFF Local 313 would allow firefighters to receive a proportional increase in their base rate pay, such that there should be no change in the firefighters’ pay received and with minimal or no change in the cost to the city. In addition, going forward, the firefighters will only receive shift differential pay when they are called out for any unscheduled duty starting during the afternoon or evening shift as provided by the shift differential rules in place and applicable to all city employees under the city’s then-existing Personnel Rules.

  • ACCOUNTING FOR QUARTERLY ADJUSTMENTS TO THE GENERAL FUND 
At the recommendation of the Interim Finance Director, this ordinance would revise the annual budget of the General Fund to account for quarterly adjustments based on trends and actual revenues received including an increase of over $2 million in B&O taxes. Of this increase, $1.4 million will be placed in Capital Escrow and $200,000 to the Contingency Fundraising it to the max allowed by state law.

First Reading. Passed 7-0.
  • ACCOUNTING FOR A DECREASE IN COAL SEVERANCE FUNDING
At the recommendation of the Interim Finance Director, this ordinance would revise the annual budget for the Coal Severance Fund to account for a small decrease of $13,000.

  • SEEKING GRANT FUNDS FOR CITY STREETSCAPE PROJECTS 
At the recommendation of the City Manager, these ordinances would authorize the City Manager to submit applications to the West Virginia Division of Highways 
Transportation Alternatives Program (TAP) for grant funding for the Pleasant Street Streetscape Project, Dorsey Avenue Sidewalk Project, Morgantown Municipal Airport Streetscape Project, and the Don Knotts Boulevard Pedestrian/Cycling Bridge Project.

First Reading. Passed 7-0.
  • REVIEWING A PERMIT FOR MAIN STREET SATURDAYS
At the request of a permit applicant, the council will review a Fair and Festival permit for Main Street Saturday events on June 11 and July 24, 2021. These events will feature live music and local food and beer vendors. It will be located on the vacant lots of 229-243 Pleasant Street.
