Morgantown City Council Regular Meeting Highlights:

- SUPPORTING NON-DISCRIMINATION IN THE CITY
At the recommendation of the Morgantown Human Rights Commission, this
ordinance would show support for continuing the adoption and implementation of a resolution Creating a Respectful and Open World for Natural Hair (CROWN) standards. The standards would specifically link discrimination on hair texture and protective hair styles which include braids, locks, twists as well as dreadlocks and Afros to non-discrimination provisions to
Section 153 of the city code.
Second reading. - REVISING THE CITY STREET DESIGN MANUAL AND SIDEWALK DEVELOPMENT STANDARDS
At the recommendation of the Engineering Department, this
ordinance would allow for revision to the city's street manual by the city's Engineering Department. Changes made to the street manual will be provided to city council as well as the public with a minimum of a 14-day comment period before the change becomes effective. Additionally, the ordinance would allow for a secondary
ordinance to create a city-funded comprehensive sidewalk construction plan that would focus on creating sidewalks that connect to existing sidewalks frequently used by citizens in the city rather than constructing sidewalks when a new building is constructed.

- REVISING THE CITY'S 2020-2021 ANNUAL BUDGET
At the recommendation of the City Manager, this
ordinance would revise the current city budget to include increases to B&O Construction revenue, the receipt of CARES Act funding and other revisions.

- LEASING OFFICE SPACE AT THE AIRPORT
At the recommendation of the Airport Director, this
ordinance would authorize a three year lease agreement with Wanderlust Travel, LLC for office space at the Morgantown Municipal Airport.
- APPROVING THE LEVY ORDER AND RATE SHEET FOR THE
FY21-22 ANNUAL BUDGET
As part of the annual budget approval process required in WV State Code and at the recommendation of the Interim Finance Director, council will vote to consider approval of the
levy order and rate sheet for the city.
- REPAIRING PARKING INFRASTRUCTURE
At the request of the Morgantown Parking Authority, this
resolution would approve the bond term parameters for general repairs and an elevator replacement in the existing multilevel parking building located between University Avenue and Chestnut Street and replacement of a retaining wall in the existing surface parking lot located adjacent to 300 Spruce Street. The ordinance would authorize the issuance by the city of not more than $3.25 million in aggregate principal amount of Parking System Revenue Bonds, Series 2021 for the purpose of financing the design, acquisition, construction and equipping of this project.
- APPROVING A FESTIVAL PERMIT IN THE WHARF DISTRICT
At the request of the applicant, council will consider approval of a
festival permit for the 2021 Jim Dunn Memorial Scholarship Twilight 5-Miler.
- PROVIDING FUNDS FOR EVENTS AND GREENSPACE DESIGN
At the recommendation of the City Manager, this resolution would revise the current annual budget for the Capital Escrow Fund to include a $15,000 contribution towards the 4th of July Celebration of America firework display and $15,000 contribution to the Sister Cities Commission for the design of a city garden in Xuzhou, China.
