At approximately 9:45 a.m. on Oct. 3, 2018, officers of the Morgantown Police Department responded to a report of an open 911 line on Charles Avenue.
Officers arrived on scene and found that the parties in the residence were involved in a physical altercation. During the altercation, the victim attempted to call 911 and the suspect, identified as Tysean DONELSON, 23 years of age of Morgantown, broke the phone.
The victim dialed 911 and the connection to the Monongalia County Emergency Communications Center. Even though the phone was disabled, the call went through triggering a 911 open line that resulted in officers being dispatched to the scene.
DONELSON was taken into custody without further incident and charged with purposefully depriving a person of emergency services (WV Code 61-5-17(n). Following arraignment, DONELSON was released pending trial.
