For the meeting on July 5, 2022 at 7 p.m. in City Council Chambers. Morgantown City Council Regular Meeting Highlights:
- ELECTION OF MAYOR AND DEPUTY MAYOR FOR THE 2022-2023 TERM: The City Clerk will hold a vote to determine the Mayor and Deputy Mayor to serve the 2022-2023 term. City Council elects these roles each year at its first regular meeting in July.
LEASING PROPERTY AT THE MORGANTOWN MUNICIPAL AIRPORT FOR COMMERICAL USE: At the recommendation of the Airport Director, this ordinance would lease approximately 47,300 square feet of land at the Morgantown Municipal Airport to Ground Speed Aviation, LLC to construct a 10,000 square foot hangar. The lease would terminate on May 31, 2037. At the end of the term the Operator will have an option to enter into a new agreement. Under the terms of lease, Ground Speed Aviation would pay an annual ground site rent of $17,500.
REVISING CERTAIN FUNCTIONS OF THE CIVILIAN POLICE REVIEW AND ADVISORY BOARD: At the recommendation of the City Attorney, this ordinance would revise the Ordinance 2021-13 which established a Civilian Police Review and Advisory Board and recodify it as Article 178 of the City Code. The changes to the board include invalidating the complaint and investigative functions of the Civilian Police Review and Advisory Board. This would leave in place other functions of the board such as reviewing policies, making recommendations, and doing community outreach. The changes were the result of an agreed order which was passed by council at its May 16 regular meeting.
- ADOPTING STATE BUILDING CODE REVISIONS: At the recommendation of the City Attorney, this ordinance would adopt recent revisions made to the State Building Code by the State Fire Commission and would provide for the establishment of the Building Code Board of Appeals. The City of Morgantown is required to update its adopted Building Code to reflect changes in the State Building Code and to elect optional provisions of the adopted State Building Code.
- EXPANDING MEMBERSHIP TO NONRESIDENTS FOR THE SISTER CITIES COMMISSION: This ordinance would change the term limits for all members to three years and expand membership to allow nonresidents to serve on the City of Morgantown Sister Cities Commission. The ordinance states that members must live or work within the City of Morgantown, or otherwise have such connections with the City of Morgantown and Monongalia County that City Council determines will be helpful in promoting the purposes of the Commission.
