  • RECOGNIZING JUNE AS PRIDE MONTH IN MORGANTOWN:
Mayor Ron Dulaney proclaimed June as LGBTQ+ Pride Month. The purpose of this is to honor the Stonewall uprising in Manhattan in 1969, recognize the achievements of the LGBTQ+ community and to reaffirm the city's commitment to being an inclusive and welcoming community.

Action Items:
  • ACCOUNTING FOR QUARTERLY ADJUSTMENTS TO THE GENERAL FUND:
At the recommendation of the Interim Finance Director, this ordinance revised the annual budget of the General Fund to account for quarterly adjustments based on trends and actual revenues received including an increase of over $2 million in B&O taxes. Of this increase, $1.4 million will be placed in Capital Escrow and $200,00 to the Contingency Fund, raising it to the max allowed by state law.

Second Reading. Passed 7-0.
  • ACCOUNTING FOR A DECREASE IN COAL SEVERANCE FUNDING
At the recommendation of the Interim Finance Director, this ordinance revised the annual budget for the Coal Severance Fund to account for a small decrease of $13,000.

Second Reading. Passed 7-0.
  • CREATING AN EMPLOYEE HANDBOOK FOR CITY EMPLOYEES
At the recommendation of the City Manager, this ordinance would direct the City Manager to create an employee handbook following the direction laid out in this ordinance. The ordinance would also approve a formal grievance procedure and a diversity, equity and inclusion plan for the city.

First Reading. Passed 7-0.
  • INCORPORATING THE OLD RAMADA INN PROPERTY ON SCOTT AVENUE IN CITY LIMITS
At the recommendation of the Planning Commission, this ordinance would annex the property at 20 Scott Avenue, known as the Old Ramada Inn, and classify it as B-2 Service Business District.

First Reading. Passed 7-0.
  • SEEKING FEDERAL ASSISTANCE FOR LOW AND MODERATE INCOME PERSONS
At the recommendation of the Grant Writer, this resolution authorizes the city to submit its FY 2021 Community Development Block Grant Annual Action Plan to the U.S. Department of Housing and Urban Development. The CDBG Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

Passed 7-0.
  • SUPPORTING FEDERAL LEGISLATION AIMED AT IMPROVING VOTER RIGHTS
This resolution shows support of federal legislation H.R. 1 / S. 1, also known as the "For the People Act". It calls on federal legislators to support and vote in favor of the legislation which offers increased protections for voter's rights.

Passed 7-0.
  • DISSOLVING THE SPECIAL COMMITTEE ON COMMUNITY POLICING
At the request of council, this resolution would dissolve the Special Committee on Community Policing. The Special Committee was created by City Council in 2020 to present to council an ordinance establishing a Citizen Police Review and Advisory Board within the city. The ordinance was approved by city council in May 2021.

  • LEASING OFFICE SPACE AT THE MORGANTOWN MUNICIPAL AIRPORT
At the recommendation of the Airport Director, this ordinance would authorize a lease agreement between the city and Xerox for office space in the terminal building at the Morgantown Municipal Airport. The lease agreement is for three years and would end on May 31, 2024.
