NOTE: Committee of the Whole Meetings are intended to provide an opportunity for the Morgantown City Council to receive information, ask questions and identify policy options in an informal setting. No official action is taken at these meetings. This meeting was held remotely by Cisco WebEx video-conference to prevent the spread of COVID-19.

  • CREATING A CULTURAL ARTS COMMISSION
Vincent Kitch, Director for Arts & Cultural Development for the City of Morgantown, presented council with options for creating a Cultural Arts Commission which would assist, advise, promote, and make recommendations to the Director of Arts & Cultural Development, City Manager, and City Council on all arts and culture related matters. Several options are presented including sunsetting the city's two current arts and cultural commissions, the Metropolitan Theatre Commission and the History Museum Commission, and combining them into the Cultural Arts Commission. However, the creation of the Cultural Arts Commission is not contingent on sunsetting these two commissions.

  • DISCUSSING THE CREATION OF A COMMUNITY POLICE AND ADVISORY BOARD
Mayor Ron Dulaney and Dr. Jerry Carr, president of the Morgantown/Kingwood Branch of the NAACP, on behalf of the Morgantown City Council Special Committee on Community Police & Advisory Board, presented city council with a report on the work of the special committee.

  • REPAIRING PARKING INFRASTRUCTURE IN THE CITY
This ordinance and accompanying resolution would authorize general repairs and elevator replacement in the existing multilevel parking building located between University Avenue and Chestnut Street and replacement of a retaining wall in the existing surface parking lot located adjacent to 300 Spruce Street. The ordinance would authorize the issuance by the city of not more than $3.25 million in aggregate principal amount of Parking System Revenue Bonds, Series 2021 for the purpose of financing the design, acquisition, construction and equipping of this project.

  • AMENDING SECTIONS OF THE PLANNING AND ZONING CODE DEALING WITH VIDEO GAMING AND LOTTERY ESTABLISHMENTS
At the recommendation of the Morgantown Planning Commission, this ordinance would amend the definition, supplemental regulation, and permitted land use table for Video Gaming and Lottery Establishment in the city's Planning and Zoning Code. The changes would permit the Video Gaming or Lottery Establishment use in a more favorable manner and will not excessively harm other nearby B-2, District land-uses or the wider Morgantown community. These regulations would effectively require the establishment to operate as a restaurant as opposed to a Private Club or Tavern.

  • RECLASSIFYING LAND IN 6TH WARD AS SERVICE BUSINESS DISTRICT
At the recommendation of the Morgantown Planning Commission, this ordinance would amend the Zoning Map to reclassify four parcels in the 6th Ward near Brookhaven Road from R-1, Single-Family Residential to B-2, Service Business District.
