NOTE: Committee of the Whole Meetings are intended to provide an opportunity for the Morgantown City Council to receive information, ask questions and identify policy options in an informal setting. No official action is taken at these meetings. This meeting was held remotely by Cisco WebEx video-conference to prevent the spread of COVID-19.


  • MORGANTOWN PUBLIC LIBRARY ANNUAL PRESENTATION:
Morgantown Public Library Director Sarah Palfrey presented council with an annual update on the budget of the Morgantown Public Library, new programs at the library and updates to the facility. 

  • FIRE FEE ORDINANCE CHANGES BASED ON HAZARD CLASSIFICATIONS:
Morgantown Fire Department Chief Mark Caravasos presented council with his recommendations for proposed changes to city ordinance 747.02 dealing with Fire Service Fees to incorporate hazard classifications to assess fire fees. This would mean that a multiplier based on a locations risk assessment would be used along with the standard rates and square footage to determine fire fees.   

  • ORDINANCE PROVIDING FOR ZONING RECLASSIFICATION OF CERTAIN PARCELS OF REAL ESTATE IN THE FOURTH WARD:
At the recommendation of the Ward and Boundary Commission, and per the city charter, this ordinance would amend Article 103 by updating the text in the Article to match the recent changes to the Ward Boundaries. The changes were approved by the Ward and Boundary Commission during its Sept. 10, 2020 public meeting and were approved by Morgantown City Council at its Oct. 6 public meeting. This item was moved to the Nov. 4 meeting agenda.

  • ORDINANCE AMENDING ARTICLE 103 ESTABLISHING WARDS & BOUNDARIES:
At the recommendation of the Planning Commission, and at the request of the property owner, this ordinance would reclassify 424 Evans Street from O1 (Office and Institutional) to R-3 (Multi-Family Residential). The purpose of the zoning map amendment is to create a “Dwelling, Two Family” land-use. This item was moved to the Nov. 4 meeting agenda.
  • SEPTEMBER 2020 GENERAL FUND DETAILED BUDGET REPORT:
Interim City Manager Emily Muzzarelli provided council with the monthly General Fund Budget Report. This report is for September 2020.
