City of Morgantown Response
COVID-19, aka Coronavirus, is something that the city administration is taking very seriously. In an effort to limit public interaction and large gatherings we have decided to conduct all board and commission meetings via videoconference or teleconference. In keeping with the governor’s mask mandate we also require individuals to wear a mask or face covering inside public buildings.
City officials are currently working with the Monongalia County Health Department and other local and state organizations to ensure that our community is well informed and that we are doing everything we can to protect your health and safety. Additionally, the State of West Virginia has created a COVID-19 website and hotline, which can provide the public with accurate information about the virus, the state’s response, and more. The hotline is operated by the West Virginia Department of Health and Human Resources and operators are available 24/7, toll-free at 1-800-887-4304.
Update 02/23/2021:
Tonight, Morgantown City Council approved Emergency Ordinance 2021-01, which extends the public health measures previously in place until May 21 (unless further action is taken). The public health measures were enacted in response to the COVID-19 pandemic.
The following restrictions are still in place in the City of Morgantown:
- Suspension of minimum parking requirements and temporary sign regulations
- Required closure of outbreak sites
- Mask requirements
- Gathering limits indoors except for essential businesses
- Suspension of residential assembly permits
Update 12/16/2020:
Today, City Manager Kim Haws signed a written order rescinding the order in Emergency Ordinance No. 2020-05 prohibiting parties and social gatherings at residential units in certain areas of the city. Authorization for the emergency measures, and for the rescinding of the order comes from council's prior emergency ordinances and the approval of Emergency Ordinance 2020-6 on Dec. 15, which authorized the City Manager to continue public health measures put into place by city council in response to the COVID-19 pandemic.
The following restrictions are still in place in the City of Morgantown:
- Suspension of minimum parking requirements and temporary sign regulations
- Required closure of outbreak sites
- Mask requirements
- 25-person gathering limits indoors except for essential businesses
- Suspension of residential assembly permits
Update 10/21/2020:
Today, City Manager Emily Muzzarelli signed a written order rescinding the restrictions on bars and bar areas within restaurants, hotels, and other similar facilities. This order is adopted to record the effect of the Governor’s Executive Order 75-20. The order goes into effect at 12 a.m. on Oct. 22:
The following restrictions are still in place in the City of Morgantown:
- Suspension of minimum parking requirements and temporary sign regulations
- Required closure of outbreak sites
- Mask requirements
- Suspension of regular inspections of rental housing units
- 25-person gathering limits indoors except for essential businesses
- Restrictions on public gatherings in residential units in certain areas of the city
- Suspension of residential assembly permits
Update 09/10/2020:
Today, City Manager Emily Muzzarelli signed a written order implementing a number of items from Emergency Ordinance 2020-5. The following measures will go into effect at 12 a.m. on Sept. 11:
- Parties and social gatherings are prohibited at residential units, including their yards or parking lots, in the areas shown on the attached map, which is incorporated into this order by reference. This restriction does not limit residents and their family members from using their residential property, nor does it limit deliveries, maintenance, repairs, or other regular business at these properties. All other nonresidents are prohibited from gathering at these residential units.
- Any Assembly Occupancy Permit for a residential property within the areas defined in Paragraph 1, above, is suspended during the effective period of this Order.
- Any violation of this Article shall be deemed a public nuisance subject to summary abatement by the Chief of Police, or other law enforcement officer, including the Fire Marshal and deputy fire marshals. In addition, any violation shall be a misdemeanor punishable by a fine of no less than $25.00 and no more than $500.00. Each day a violation continues shall constitute a separate violation.

Update 09/02/2020:
Today, City Manager Emily Muzzarelli signed a written order implementing a number of items from Emergency Ordinance 2020-5. The following measures will go into effect at 12 a.m. on Sept. 3:
- Group gatherings shall be limited to a maximum of 25 people, except for Essential Business and Operations, as defined in Executive Orders 9-20 and 51-20, as they may be amended.
- Bars and bar areas within restaurants, hotels, and other similar facilities may not be occupied and shall remain closed, in accordance with the Governor’s executive order issued September 2, 2020.
- This order modifies and supersedes Article II of the City Manager’s Order dated July 27, 2020, which imposed group size limitations.
- Any violation of this Article shall be deemed a public nuisance subject to summary abatement by the Chief of Police, or other law enforcement officer, including the Fire Marshal and deputy fire marshals. In addition, any violation shall be a misdemeanor punishable by a fine of no less than $25.00 and no more than $500.00. Each day a violation continues shall constitute a separate violation.

Update 07/28/2020:
Today, City Manager Emily Muzzarelli signed a written order implementing a number of items from the Emergency Ordinance. The following measures are included:
- All individuals age 9 and over within the City of Morgantown are required to wear an adequate face covering when in confined, indoor spaces, except when in one’s residence or actively engaged in consumption of food or beverage. The City Manager’s order includes a clarification made in Emergency Ordinance 2020-4 that masks are not required when at one’s own place of work and occupying a separate space such as an office as the only occupant. Masks are always required in public areas such as grocery or retail stores, unless a medical exception applies. Violation of this article will result in a fine of no less than $25 and no more than $500. This measure will go into effect at 12 a.m. on July 29.
- Suspension of regular inspections of rental housing units. Although these regular inspections promote public safety by ensuring structures comply with building and fire codes, the City Council has determined that public safety is, at this time, better served by limiting interactions likely to create the risk of COVID-19 spread. This does not suspend complaint driven inspections or occupant requests for inspection. This measure will go into effect at 12 a.m. on July 29.
- Public and private community gatherings of 25 people or more, both indoors and outdoors, are prohibited in the city. Whenever possible, and particularly where employees have requested accommodations, workplace gatherings should be minimized through the use of electronic meetings and remote work arrangements. Exceptions to this order can be found in the Emergency Ordinance 2020-4. Any owner or operator of a structure or space within a structure may apply to the City Manager to designate a portion of such structure as a separate confined space capable of hosting a community gathering by submitting a written request. Update 07/13/2020:
Governor Jim Justice has issued an executive order reducing the statewide social gathering limit from 100 to 25 individuals, and an executive order mandating the closure of bars in Monongalia County for 10 days, effective at 12:01 a.m. on July 14. Update 07/06/2020:
Governor Jim Justice has mandated that individuals over the age of 9 wear masks or some kind of facial covering in public buildings as of 12 a.m. on July 7. Individuals who can social distance, such as when alone in an office, can take off the mask, but should wear it while entering the building and walking around among others.

Morgantown City Council voted unanimously to extend the Emergency Ordinance it set into place on March 16 due to the COVID-19 pandemic. Update 5/22/2020:
The Monongalia County Health Department has rescinded its order limiting liquor sales to only West Virginia residents. That order is now rescinded which removes limitations on quantities able to be purchased and removes limiting of sales to only those individuals with West Virginia, student, residential, or military identification.

The Monongalia County Health Department and National Guard is offering free COVID-19 testing on Friday, May 22 and Saturday, May 23. The goal is to reach vulnerable populations, including minorities, people with special needs and those without primary care doctors. On April 27, Gov. Jim Justice announced his plan to reopen the state. The plan is called “West Virginia Strong – The Comeback” and allows businesses in certain sectors to reopen in phases over the next six weeks if the rate of positive COVID-19 cases in the state remains low. Update 04/09/20:
REVISED UPDATE FROM 04/04/20: The Monongalia County Health Department has revised the previous changes to liquor sales including banning liquor sales to anyone without a West Virginia-issued ID. As of April 9, individuals with a West Virginia-issued ID, residential lease, military ID or student ID may purchase alcohol. Update 04/04/20:

Provisions of the Executive Order include:
- Limiting groups to a maximum of 5 people.
- Directing ALL businesses to require employees to work from home to the maximum extent possible.
- Directing the Local Health Departments to establish the maximum occupancy of and proper social distance within essential businesses and taking action to enforce these health regulations.
- Directing the West Virginia National Guard to provide logistical support and services to assist county agencies.
- Directing the West Virginia State Police to assist with enforcement of local county orders.

Update 03/28/20:
On March 28 the U.S. Congress passed the Coronavirus Aid, Relief and Economic Security, or CARES Act. The bill was then signed by President Trump. Gov. Jim Justice has issued a stay at home order which goes into effect on March 24 at 8 p.m. The order directs all West Virginia residents to stay at home and limit movements outside of their homes beyond essential needs. You CAN:
- Go to the grocery, convenience, or warehouse store
- Go to the pharmacy to pick up medication or other healthcare necessities
- Go to medical appointments
- Go to a restaurant for take-out, delivery or drive-thru
- Care for or support a friend or family member
- Take a walk, ride your bike, hike, jog, and be in nature for exercise - just keep at least 6 feet between you and others
- Walk your pets and take them to the vet if necessary
- Help someone get necessary supplies
- Receive deliveries from any business which delivers
You SHOULD NOT:
- Go to work unless you are providing essential services or work for an essential business as defined by the Order
- Order is available at governor.wv.gov
- Visit friends and family if there is no urgent need
- Maintain less than six feet of distance from others when you go out
- Visit loved ones in the hospital, nursing home, skilled nursing facility, or other
